expanded its district committees to 57 districts. During this period HURPES was recognized as the
leading human rights organization and known for its extensive campaigning activities and research
on human rights, peace, democracy, non-violence and social justice. HURPES organized more than
one thousand programs throughout the country under his leadership.
In the Year 2003, HURPES adopted a policy to not accept funds from any donor organizations,
foundations, governments, Embassies etc. Since adopting this policy, HURPES became a self-
reliant organization that does not apply for funding. The organization was then able to run
successfully through volunteer contribution.
b. Birth of Citizens Movement for Democracy & Peace [CMDP]:
The CMDP came into existence through the organizing of a protest rally in opposition to the then
despotic royal regime on 25 July 2005. The protest rally was held at the call of three prominent civil
society activists, including Krishna Pahadi under the banner of the CMDP. The CMDP launched
nationwide campaign to establish a democratic republic that guarantees fundamental freedoms and
human rights in Nepal. The CMDP organized more than two dozen large mass meetings and several
demonstrations throughout the country in 2005. Krishna Pahadi, who was the key speaker,
addressed almost all the mass meetings. During this period the major political parties of Nepal
remained weak and it was the CMDP that created a new wave for peace and democracy in the
country. This also led to the building of conducive atmosphere for a decisive people’s movement to
establish democracy in Nepal.
After successful historic non-violent people’s movement of 2006, the royal regime surrendered
power back to the political parties through a proclamation. Then the peace process of Nepal began
and the country headed for the Constituent Assembly (CA) elections. The CMDP contributed to
make the peace process successful. In this regard, the CMDP organized another one dozen mass
meetings across the country.
Krishna Pahadi maintained distance from the CMDP in the month of May 2007 but he continued to
organize and address mass meetings across the country. In this connection, he addressed around
50 large-scale mass meetings mostly organized by HURPES and other civil society organizations.
And all these efforts exerted pressure on the political parties to agree to the agenda of establishing a
democratic republic in Nepal.
The Constituent Assembly election was held on 10 April 2008 and Nepal was ultimately declared a
Federal Democratic Republic through the first meeting of CA, as per the Interim Constitution of
Nepal. More than 99 per cent of CA members voted in favor of a democratic republic and the 240
years old Monarchy was abolished from Nepal.
Krishna Pahadi and other friends of the CMDP reunited in April 2009 with an aim to exert more
pressure to promulgate the new Constitution on time and to take the peace process to its logical
end. For this purpose, the rejuvenated CMDP organized more than one dozen mass meetings and
